The Evolution Of Japanese Science And Technology Policy After World War Ⅱ And Its Inspiration

Science and technology competitive strength determines a country or a region's status and prospect in the future world, which is a core factor of maintenance nation security and promotion national cohesion. Innovation has become a mainstream model in science and technology progress and economic development. All countries in the world make promoting science and technology progress and innovation as a national strategy. China also makes improving the capability of independent innovation, building an innovation-oriented country as the core of national development strategies and the key of improving the overall strength. The core of building an innovative country is building a healthy national innovation operation system. In this paper, how the Japan's science and technology policy to promote innovation and to improve Japan's innovation system formation was analyzed though the research of post-war Japan science and technology policy evolution. Research on this issue contributed to analysis of how to build our country's national innovation system for building an innovation-oriented country in China for reference.This paper divided The evolution of Japanese science and technology policy after world war II into four historical periods, with taking the post-war Japan science and technology policy as study object, based on collecting data , using the method of literature comprehensive study and system analysis, to research each period's science and technology policy establishment background, main measures, characteristics and effectiveness , learning from history, to explore innovative models of science and technology policy and innovation mechanisms, and outlined the formation of a national system of the Japanese history.The paper mainly includes four parts:The first chapter pointed out the content and significance, putting forward research methods and innovation based on the review of the post-war Japan science and technology policy evolution research both at home and abroad. Chapter two of this paper dealt with the basic definition of the concept; put forward the division of the historical period of evolution of post-war Japan science and technology policy and the reasons, then for a brief account of the Japanese science and technology policy-making departments for the next phase of research as a foundation. Chapter three is the main paper which studied on different historical periods of Japan's science and technology policy. In the period of Japan science and technology recovery, the aim of is science and technology policy is to reconstruct national economy and revitalize science and technology through the introduction of technologies to settle a solid foundation for Japan's economic growth and technological innovation. In the period of technological development , Japan's science and technology policy sought to reduce the developed national technical strength, forming a technology introduction, digestion and absorption of the innovation model to imitate, thus initially forming a loose social innovation network; during the period of adjustment. Japan science and technology pursued the co-ordination of scientific and social development, concerned about the pollution problem, bringing forward technical foundation building Japan's innovative model of innovation began to shift, forming a dynamic innovation system with "industry, academia, government" cooperation as its characteristics. In the fourth period, Japan advanced that "science and technology to create the nation", placing science career at a prominent position in public policy. Through system country-building strategy and the basic plan of science and technology, the innovation model driving force achieved market-driven changing to the discovery of new knowledge drive, forming a coordinated Japan's national innovation system. The fourth chapter pointed out several revelations for building a national innovation system in China based on the research of post-war Japan science and technology policy evolution.Through research, this paper argued that Japan's national innovation system formation benefits from science and technology policy to promote a good cycle of technological innovation mechanism, making each innovation element organic combinative in the innovation system. In this paper, the innovation lies in technological innovation from the perspective of science and technology policy studies, a relatively comprehensive study of the post-war Japan science and technology policies historical evolution, which is rare in the hot spots of science and technology policy. Through the study of the subject, some useful enlightenment was pointed out for strengthen the national core competitiveness and build an innovative country, realizing practical innovation.
