Land subsidence is a kind of slow deformation geological disasters, has the characteristics of large range and is not easy to detect, a great impact on people’s production and life. For the phenomena of land subsidence, geological workers using a variety of monitoring tools, a great deal of monitoring, access to a large amount of monitoring data. How to scientific, efficient management and use of these data, provide an effective basis for the imminent problem to solve the problem of ground subsidence.To solve this problem, China Geological Environmental Monitoring Institute proposed the construction of the national land subsidence monitoring and control management information system, data acquisition and management, data analysis, information publishing and information services in one platform. Based on the project,this paper research land subsidence information dissemination and common service system. Through the analysis of land subsidence information dissemination and service business situation, application status at home and abroad related analysis, refining applications demand, design applications system, research key technology, and developed the national land subsidence information dissemination and common service system. On this basis, extract the general implementation modalities and technical information science publishing systems and services. The main results of this paper are as follows:1) Using a variety of visual design technology, requirements analysis, design, database design, and detailed design.2) Research and implementationon application of event maps technology in land subsidence information dissemination and common service. Based on WebGIS technology, as the object to the event(such as land subsidence information), research event object displayed on the map, query retrieval, thematic mapping and space-time analysis.3) Research and implementation on application ofWeb editor technology in land subsidence information dissemination and common service, analyzes the principle and the realization way of the Web editor technology, studies commonly used Web editor products.4) Research and implementation of role based access control(RBAC). Based on system security considerations, research Role-based access control(RBAC) principles and techniques, and applied to the system implementation.5) Based on the research results, the completion of the national land subsidence information dissemination and common service system design and development, implementation of land subsidence information release, manage, view, search, user rights management, system management, log management.
