Currently, a variety of applications based on Internet/Intranet are the rapid development in the world. WebGIS is a product of the Internet technology applied to GIS development, It opened up a new space access to GIS information, publish and share. Apply it to publish and manage information of mining subsidence, Will be able to solve the problem that traditional Analysis and Management System can not interconnection, eliminate the drawbacks of the "islands of information", This has important practical significance for improve the level of coal mine information technology and digital mine construction.This paper systematically analyzes the various existing development and data management technology of WebGIS,contrast to several mainstream development platform and development of software performance,chose The ArcGIS RIA development approach based on the FLEX framework, Detailed introduction to the ArcGIS server provides various services resources and the ArcGIS FLEX API provides the analysis capabilities,designed the specific implementations of Mining Subsidence information dissemination system.Against the characteristics that the system requirements for the strong interaction, this system proposed Comprehensive utilization of a variety of development technologies for the development strategy of the system development, Make a detailed design of the client and server-side program. Finally completed the four modules of the system function, Including:the geographic information module, spatial query module, subsidence analysis module, the damage assessment module,it laid a good foundation for later study.The Mining Subsidence information dissemination system based on WebGIS basically to achieve the Publish and update the mining information timely, And provides functions as Map queries, map labeling, buffer analysis, contour generation, statistical analysis and mining damage assessment, content the needs of different users, This makes the data of the mining to the unified management, and can analyze and statistics the data based on the need, provide the decision-making basis for the governance of the mine environment evaluation, ensure the sustainable development of the mine,and laid the foundation for the establishment of the digital mine.
