As a slow geological disaster, land subsidence has appeared in many cities of our country. It causes adverse effects and even huge losses on urban construction and economic development. In order to comprehensively control the land subsidence disaster, under the unified deployment of the state, the relevant functional departments of various provinces and cities have done a lot of monitoring and data collection work on the land subsidence. However, due to the multi-source, dispersion and specialization property of the land subsidence data, the land subsidence data has the problem of not unified format, lack of standardized analysis and decentralized management. For the unified and efficient management and integrated analysis in the national scope of the land subsidence data, and obtaining the overall situation and the change trend to effectively deal with the geological hazards of land subsidence disaster, it is urgent and imperative to establish the different level and unified land subsidence management information system in the whole country.Based on the construction of "the Geological Environmental Information Platform-Construction of Ground Subsidence Monitoring and Control Information system", using the "ArcGIS API for Silverlight" and open source spatial database PostGIS, "the Land Subsidence Data Management and Analysis System" is designed and developed under the WebGIS environment. And the paper demonstrated the application system with part of the land subsidence data. This paper mainly completed the following research contents and results:1)Constructing system technology platform architecture. The paper studies and analyzes the rich client technology Silverlight,the WCF technology and open source spatial database PostGIS. And in the paper, we proposes the total solution of the development of "national land subsidence data management and analysis information system" under WebGIS environment.2)Spatial database structure optimization and development. In the paper, we optimize the structure of space database, analyze and use the open source object relational database management system PostGIS with large capacity, high efficiency and low cost, to realize the thematic classification, integrated storage and management of various data of land subsidence on the base that "the national Land Subsidence Data Acquisition Subsystem " obtain the first line monitoring data of land subsidence effectively.3)Design of "National Land Subsidence Management and Analysis System". From two aspects of data and application, the paper discusses the need of current land subsidence management information system construction. It also completes the system requirements analysis, overall design and detailed design, and put forward the general architecture of the system, technical system and algorithm design.4)Exploration and implementation of key technologies. The system supported by "ArcGIS API" and "PostGIS" achieves the functions of online upload summary, integrated management analysis and spatial statistics of land subsidence data across the country on the basis of unified data format and standard. It substantial increases information degree and level when responding the land subsidence geological disaster under the premise of ensuring the security of data information.
