Research Of China’s Marine Administrative Manmgement System And Reform Direction

With the opening up of the reform and the development of China’s marine business, the dispersion management system are not able to adapt the needs of China’s marine administrative management, the marine’s management is more and more difficulty.The first session of the Twelfth National People’s Congress reviewed and approved the new round of reform of the State Council and the transformation of functions. The restructure of the State Oceanic Administration is a major turning point for the Chinese marine administrative management system.This paper, analyzes the status of China’s reform and administrative system of the ocean, and the existing problems. It provides reference and thinking angel of improving and promoting the reform of China’s marine administration by drawing from the experience of foreign and domestic experience. The article is divided into five parts as follows:The first part is introduction.It introduces the research background and significance,the theoretical basis of research articles, review ideas and methods at home and abroad and articles research articles.The second part is an overview of the administrative system of marine research.Itclarifies the meaning of the administrative system of the ocean and the basic types.The third part focuses on the summaries of the evolution of the historical marine administration system development,present situation and open question.The fourth part absorbs the administrative experiences through a comparative study of marine power management system representative practice, and abroad successful related experience.The last part defines the principles of maritime administrative reform,and then put forward the proposals and thinking of improving the future marine administrative management development.
