Research On The Cultivation Mechanism Of Marine Emerging Industries Of Zhanjiang

Since the very beginning of the 21 st century, the global marine economy has been growing rapidly. The cultivation and development of marine emerging industries would be an important strategic measure for most of coastal countries and China coastal areas to seize the commanding point of science and technology, transform the pattern of economic development, promote the adjustment and upgrading of marine industrial structure, and generate sustainable development of marine economy. Although Zhanjiang is a big coastal city, that its total volume of marine economic is large, but its actual strength of marine economy is not strong, especially its marine emerging industries develop slowly. It is difficult to meet the requirements of marine economic powerhouses. Under this circumstances, guided by the theories of industry life cycle and diamond model, this thesis with practice and comprehensive use of literature review, investigating, case analysis, and systematical analysis, seeks to analyze the current situation and restrictive factors of the marine emerging industries of Zhanjiang, to use successful experience of the developed marine economic countries and our marine economic pilot provinces in cultivation and development of marine emerging industries, and then establishes the cultivation mechanism of marine emerging industries, which provides ideas and policy proposals for promoting the sustained and healthy development of the marine emerging industries of Zhanjiang. The major results and conclusions of this thesis are as follows:(1) Thorough the basic connotation and characteristics of marine industries and emerging industries are deeply analyzed, the marine emerging industries were defined scientifically. It also conducts analysis of marine emerging industries and the other related concepts, such as marine strategic emerging industries, marine high technology industries,marine leading industries and so on.(2) The excellent development foundation of the marine emerging industries of Zhanjiang is described. Based on the introduction of specific marine emerging industries’ current situation of Zhanjiang, the overall evaluation of the marine emerging industries of Zhanjiang is commented, and several factors which restrict its development are proposed.Then, the cultivating demand of the marine emerging industries of Zhanjiang issummarized.(3) Based on the introduction of the marine emerging industries’ current situation of the developed marine economic countries and our marine economic pilot provinces, some successful and universal experiences of cultivating and developing marine emerging industries which are applicable to Zhanjiang are summarized. These experiences mainly consist of playing the role of government, promoting the level of innovation of marine science and technology, ensuring the effective supply of funds, preparing infinite marine talents, optimizing the marine resources and the marine ecosystem.(4) Seven necessary elements of developing marine emerging industries are discussed according to the connotation and characteristics of the marine emerging industries, namely marine resources, technological innovation, financial support, marine talents, industrial basis, strategic and market demand, and government actions. The cultivation mechanism of marine emerging industries is established, and each action mechanism which based on the seven necessary elements is presented.(5) In the case of the marine biological medicine industry, the cultivation mechanism of marine emerging industries is given empirical analysis. The various factors which impacts on the competitiveness of the marine biological medicine industry of Zhanjiang is discussed by using the improved diamond model of Michael Porter. And Corresponding improved mechanism is given based on the cultivation mechanism of marine emerging industries.(6) From the government’s point, the framework of policy system of marine emerging industries is put forward, and some specific policies are also proposed on a municipal level of Zhanjiang.
