Due to the global warming and the frequency of extreme weather events in recent years,many domestic and foreign experts and scholars have carried out researches aboutmeteorological disasters risk compartment and evaluation technical studies. There are manydifferent kinds of meteorological disasters in Liuzhou. With the increasing frequency ofmeteorological disasters, the development of local economy is subjected to great impact.Therefore, it is necessary to carry out analysis and research about the background of the mainmeteorological disasters occurring, the characteristics of the disaster distribution and themeteorological disasters risk evaluation techniques, in order to improve the disaster preventionand mitigation and to reduce the loss caused by these disasters, as well as to provide referencefor the research of other risk areas of meteorological disaster.According to meteorological disaster information and climate observation data in Liuzhoufrom these years, by means of summarizing social and economic data and geographical data, aswell as of using the mathematical model and quantitative indicators combined with GIStechnology, models of the three main meteorological disasters in Liuzhou, which including flood,ice-snow and frozen and drought, have been build, under risk evaluation and drawn riskcompartment map. Comprehensively considering the effect of three meteorological disasters inLiuzhou and using the expert scoring method and analytic hierarchy process, this thesis comes tothe following conclusions concerning the risk evaluation of Liuzhou meteorological disasters:(1) Taking flood disaster, ice-snow and frozen disasters and drought disasters as the researchobjects, based on the definitions of meteorological disaster risk and disaster influential factors,the evaluation factors index has been confirmed; On the selection of the disaster index for rainand snow disaster, GIS and RS technology should be used to analyze disaster distributioncharacteristics in order to determine the index.(2) According to meteorological disasters factors, combined with the principles of theformation of meteorological disasters, the meteorological disaster risk evaluation model shouldbe established with the use of GIS risk evaluation of flood, ice-snow and frozen and droughtdisasters respectively. Confirm the compartment units, divide the disaster risk level and draw themain risk compartment map for Liuzhou.(3) Flood disaster mainly occurs in Chang’an Town, Rong’an, second in Liuzhou area underadministration and Rongshui, followed by Luzhai County and Sanjiang County. While the high-risk areas of ice-snow and frozen disaster are Sanjiang County and the cold mountain areain the northern of Rongshui County, and the low-risk areas are Luzhai County, Liujiang Countyand Liuzhou area under administration. The risk there is relatively low. High-risk areas fordrought disaster are mostly in Luzhai County, Liuzhou area under administration and most areasin Liujiang County. The Sanjiang County owns the lowest degree of risk.(4) Synthesizing the results of three meteorological disasters evaluation, the writer comes tothe conclusion that high risk meteorological mainly distribute in the Chang’an Town in Rong’anCounty as well as the Liudong Town and Liunan Town in municipal district. The DongquanTown in Liucheng County ranks the second. The Sanjiang County has the lowest degree of risk.
