With the new round of ocean development wave, the coastal countries are allestablished strategic planning to developing and utilizing the marine resources, andenhance the competitiveness of the marine industries. As the west Pacific Rim coastalcountry, China attaches great importance to develop the marine trade since the ancienttimes, But for other types of marine industry started relatively later, With theincreased realizing about the marine economic value in our country, China speciallyformulate the12th five-year plan about marine economic to enhancing the marineeconomy and competitiveness of the marine industries. The fourteen coastal provincesand cities of our country are all put forward to formulating strategic planning and thecorresponding support policies to enhancing the marine economy and competitivenessof the marine industries. Shandong Province as the traditional largest provinces ofmarine economy，also attach great importance to developing and utilizing the oceanresources, the marine industries growing very fast, and have strong industrycompetitive. This paper summarized the foreign and domestic research related tomarine industries competitive，and elaborate the relative theory of about industriescompetitive。Besides， this paper also elaborate the advantages of marine industrydevelopment in Shandong province and the development status of the major marineindustry, and analyze the problem during the development process of the marineindustry, these problems are also the important factors which influence thecompetitiveness of marine industry in Shandong province. At the same time, thispaper set up find a competitiveness evaluation index system about marine industriescompetitive including marine resources、 marine environment、 marine humanresources、marine science and technology、marine economy、the environment formarine industry development。And use entropy evaluation method analysis the marineindustry competitive on fourteen coastal provinces and cities, obtain marine industrycompetitiveness of Shandong Province in the preliminary conclusion is the strongest.In order to further analyze the competitive advantages and disadvantages of marineindustry in Shandong province, using entropy evaluation method analysis the secondlevel index of the evaluation index system, obtain Shandong province has competitiveadvantage in marine resources、 marine human resources、 marine science andtechnology、the environment for marine industry development, and has competitivedisadvantage in marine environment and marine economy。At last，this paper makecountermeasures to enhance the marine industry competitive of Shandong provincefrom improvement of marine management system、optimizing the industry structure、enlarge the government support、optimize marine industrial layout、rational utilize themarine resources and implement strategy of marine science and technology.
