China petro-pipeline company, a regional company of Petro ChinaCompany Limited (PetroChina) is engaged in a broad range ofpetroleum-related activities, mainly about construction, organization andadministration of the transmission pipeline of crude oil and natural gas for mostof the domestic terristrial petro fields. It takes the leading position of thepipeline transmission field in China, which owns 5955 staffs and more than 19billion RMB assets.PM(project management) is a newly developed field of managementsubject, which is applied widely in modern society. Since PM coming intoChina, it has played an important role in all kinds of the fields. Many successfulproject management experiences and detailed operations have been obtainedthrough an unceasing exploration and improvement of the management systemand methods. Now projects have become the main manner to create spiritwealth, material wealth and society welfare. Project management also becomesone of the fastest and widest applied management fields. Nevertheless,compared with developed coutries, the project management in China is still ayoung career now.Based on the construction and administration practice of long distancepipeline transmission engineering, Zhong-Wu natural gas transmission pipelineengineering is . The following aspects are researched in this thesis, those are,the engineering adminstration status and the existing problems of PM for longdistance pipeline tranmission, how to use the administration theory and methodin the long distance transmission engineering effectively, build reasonable PMsystem, control engineering cost effectively, arrange and push engineeringschedule and enhance the inspectation of engineering quality systematically.Now in some corporations similar with pipeline company, twoadminstration manner of running management and PM both exist at the sametime. So style of PM must be affected by organization structure of corporationnow. It should be more considered that characteristic of organization structureof corporation affects organization of PM in building PM organization system.The shortcoming of function style organization structure running incorporation before is analyzed. The matrix style organization structure which issuitable for multi-projects adminstration in the meantime is proposed to beadopted by the pipeline company. The matrix style organization is beneficial toutilizing the finite human power reasonably and efficiently to complete moreprojects. It has two information channels in both horizontal (project direction)and vertical (function direction) directions which makes it possible to actquickly after finding the problems and promote the PM efficiency.We bring forward a PM thoughts focusing on the relation of schedule,quality and cost of project management of pipeline company.Project management is introduced and the reality significance is alsoanalyzed according to the thinking and methods. According to the managementstatus of pipeline company, the running characteristic of projects managementis pointed out. The administration questions of Zhong-Wu project and aim ofcarrying PM are both studied. PM system for Zhong-Wu project is planned anddesigned. The project organization and management system design arediscussed in detailed. The possilbe questions and solving methods during theimplement process of project management are also explained deeply.
