Industrial cluster is an important phenomenon of regional economic development. Bystudying on mechanism of industrial clusters and its relationship with economic development, thereare some significant meanings for forming economy distribution and boosting regional competition. The theory of industrial clusters directs the development of industrial clusters and establishment ofindustrial policy, so it can accelerate rationalization and optimization of the industrial organization, meanwhile the practice of industrial clusters and industrial policy can promote the theory ofindustrial clusters more deepened, the combination of theory and practice can boost economicsustainable development, thereby optimization of society's economic weal comes true. Under thisbackground, the thesis explains regional economy development based on the angle of view ofapplying industrial clusters, seeding industrial clusters' extrude specialties and typical industrialclusters to compare, and accordingly the thesis puts forward several countermeasures to Chineseregional industrial clusters. The thesis is divided into five parts. The first part is the introduction. In this part, first of all, the thesis summarizes how industrialclusters arise and the meaning of studying on industrial clusters. Secondly, the domestic andinternational research status quo of the research are reviewed. Finally, it brings forward the thesis'research methods. The second part is theory basis. The first one is industrial clusters' characters, includingcentralize space agglomeration, flexible specialization, network theory and viscosity. The second isthe industrial clusters' class. The third is the regional industrial clusters' competitive advantage, including the capture resource advantage, cooperation advantage, innovation advantage and marketefficiency advantage. The third part is identification and estimation. Above all, the industrial clusters' identificationindex system comes firstly, which includes showed index system and explained index system.Thereby, the industrial clusters' collective identify index system is expounded, which involvesshowed index system, explained index system and synthetical index system. In the end, the authorsummarizes industrial clusters' identification methods, combined by qualitative analysis andquantitative analysis. The fourth part is demonstrations of Chinese regional industrial clusters, which is the core of theresearch. From the difference between cause and dominant effect of corporation size of clusters, theauthor chooses four typical regional industrial clusters to compare, which include Beijing's hightech industrial clusters, Shaoxing's spin industrial cluster, Qingdao's home wiring industrial clusterand Wenzhou's lighter industrial cluster. In comparison, the most extrusive industrial cluster'sspecialties are emphases. Starting with the industrial cluster's actuality, the thesis deeplysummarizes the differences between every group industrial clusters. The fifth part is countermeasure of Chinese regional industrial clusters. According to thecharacteristics of Chinese regional industrial clusters, seven constructive development strategiccountermeasures are put forward. First, strengthening the layout of industrial clusters bring intoplay regional economic advantage. Second, perfecting social work system construct in order topromote industrial clusters' cooperation. Third, our government function should be changed.Fourth, developing market agency organize. Fifth, the government should pay more attention to thecultivation of the human resources and build regional innovative environment. The sixth is to boostup the ability of industrial cooperation.
