A Research On Coordinated Development Between Industrial Clusters And Regional Economy

Industrial cluster theory is a new regional economic development theory, which reveals phenomenon and mechanisms of obtaining a competitive edge via relevant group of enterprises massing in a region. The establishment and development of industrial cluster has become an important way to develop regional economic,and an inevitable trend as the economy develops to a certain stage. Since reform and opening up,the economy of eastern coastal provinces and municipalities in China remain reasonably strong growth momentum,and become the regions with employment in greater demand, maximum absorption of foreign labor and the higher level of urbanization. All of these largely benefit from the development of industrial clusters.In this paper, the concept,classification,basic characteristics and the nature of industrial clusters are analyzed based on extensive literatures. After comparative analysis between the industrial clusters theory and the traditional region development theory, we conclude that the industrial cluster theory is a new type of regional development theory. The coordinated development between economy system and cluster system is studied by the methods of qualitative analysis and quantitative analysis, which is on the basis of the system theory and the coordination theory. First, the regional economy system and cluster system are analyzed by the method of qualitative analysis, then the relations between cluster and regional economy, and on the basis, the internal mechanism of the coordinated development between cluster and regional economy is further analyzed. The main points of this paper are conceiving the overall thought and index system of evaluating the coordinated development between cluster system and regional economy system, solving the synthetic development level of the two systems with the method of Principal Component Analysis, setting up the static and dynamic coordination evaluation models, and evaluating coordinated development level based on data about high and new technology industrial cluster and economy development of Heilongjiang Province. At last, this paper gives the systematical suggestions to promote the coordinated development between industrial cluster and regional economy.
