Industrial Clusters And Regional Economy Development

Based on illustrating the foundamental issues including the meaning, mechanism,and evolution of industrial clusters, this dissertation has addressed the realistic problems of regional industrialisation, rural urbanisation and upgradition of regional competitiveness from the angle of regional economy development, and proposed solutions to solve the problems in western development compaign.Firstly, this dissertation redefines the scientific connotation of industrial clusters afreshly. The author believes that the industrial clusters are enterprise integrations which take place certain industry domain, originate from specialization, correlate with each other economically and technologically, enjoy the same or similar historical or and culture background. Its characters lies in interspace,industry conduction, culture background, resources, competition and cooperation relations and enterprise networks.Secondly, this dissertation analyses its context, mechanism and regional evolution. The author believes that Four necessary conditions contributing to industrial clusters are: industry character, institutional culture ,external environment and technology innovation. Industrial clusters will soon enter healthy cycle with the facilitation of social capital, organization transformation, local governmental intervene and self-enforcement of itselfafter its formation. In order to select the location once again, industrial clusters tend to shift locations partially or even wholly.Thirdly,on the basis of positive analysis of regional industrialization in China, this dissertation point outs the limits and spreading conditions of the representative of regional industrialization mode in China, and puts forward new mode of regional industrialization based on industrial clusters. The positive study of this article proves that there is obvious difference of industrialization development of different regions, in the aspect of factor endowment, industrial foundation, technology level, and system configuration between different regions. It is difficult for the successful of regional industry development in eastern China to be popularized in the central and western regions. Central and western regions should explore a new mode which fits its basic conditions and economy features by cultivating industry clustersFourthly/This article sums up four impetus of urbanlization in China, and points out their innate defects, puts forward three urbanlization mode based on industrial clusters from the fine promotion mutual relationship between industrial clusters and urbanlization. The author thinks that the development of rural economy, growth of village and town enterprises, evolution of industry structure and advancement of system are four basic forces to promote urbanlization in China, although there exit problems such as that low level urbanlization, irrational layout of cities, and poor quality of urban areas as a result of the inertia of traditional economy, insufficient upgrading of industry structure and disjoint between industrialization and urbanlization etc. In order to speed up urbanlization and improve city quality, the article proposes three modes of urbanlization based on industrial clusters: cyclic expansion based on endogenetic industrial clusters, unitary polar expanding based on ectogenic industrial clusters, block and regional expanding based on government dominant industrial clusters.Fifthly, this dissertation redefined the meaning of regional competitiveness, analysed the promotion and realization mechanism of industrial clusters to regional competitiveness by analyzing tools of industrial clusters, discussed the negative effects of cluster risks and their countermeasures. The author believes that cultivating industrial clusters is effective to improve regional competitiveness because industrial clusters is useful in the adjustment of regional industry structure, upgrading of regional innovation ability, establishment of regional brand and constitution of regional core competitiveness. Forever, industrial cluster is a double-edged sword, network risk, structure risk, resource-depending risk, asset replacement risk, financial risk tend to cripple regional competitiveness, or even to be internal cause of the decline of regional economy. In order to maintain sustained competitive edge of regional economy, active measures must be taken, including to cultivate self-innovation ability of enterprise and strengthen agency organization and soon.Sixthly, this article evaluates the development of western economy, proves the cluster stratagem harmonized with western economy by the analyzing tools of cluster theory, and puts forward countermeasure for western economy to develop. The author thinks although western exploitation creates good opportunities for the development of western economy, it is difficult for western economy to develop quickly and persistently if western areas only rely on the support of government and neglects to cultivate internal force. It is an efficient road for the development of western economy by fostering industrial clusters and upgrading it.
