In recent years, with the concept of people-oriented establishing, more and more enterprises begin to regard the staff as the most important resource of enterprise. On the other hand, the staff also emphasize the personal development and realization of the self-value. Among human resources management system, because traditional staff performance evaluation system emphasizes control on staff, not help them grow up, deviate from the concept of people-oriented ,so suffer the staffs complaint and resistance.Based on this kind of current situation, the paper put the concept of people-oriented incorporates in staff performance evaluation system, through the study on each element in the performance evaluation system, under the frame of traditional staff performance evaluation system, by the direction for the staff develop, perfects and improves each element of the system, constructs the performance evaluation system based on staffs development. It will become the platform where enterprises exchanged with staff, will help the staff to grow up and develop .The paper is divided into five parts altogether. First part is the introduction, do the summary to the full text from putting forward of the question, the meaning of the studying ,the thinking of research and frame ,the innovation of this paper. Second part describe relevant theory of staff performance assess, aiming at establishing the theoretical foundation for the ensuing chapters. The third part at first explain the objective background that " the staff develop " and concrete meaning, then analysis briefly about traditional staff performance evaluation system, and then propose the theme of this paper—performance appraise system based on staffs development. The fourth part constructs the frame of the performance evaluation system on the basis of the staff developing. The fifth part is the application of the staff develop performance evaluation system , in order to develop the staff based on the staff develop performance evaluation system.
