After changing the system, TYR becomes a limited liability company and its registered capital is five million, which grew out of a rose tea mill. TRY’s performance in the rose products industry is outstanding and honored by government. The explosive development of Internet marketing, represented by Alibaba, Taobao, Jingdong, international Haitao sites and so on, exacerbating the market competition between enterprises in the world. The rose products from the domestic Gansu, Xinjiang, Henan and even Turkey, Bulgaria and other foreign large enterprises further give TYR more and more threats. Therefore, TYR pay more attention to their production, marketing, warehousing, logistics, finance, human resource and other aspects, for seeking out its own shortcomings and making countermeasures. TYR finds lots of questions in human resources after the statistical analysis. Firstly, the young employee holds a high percentage, who both bringing development power and frequent job hopping to the enterprise. Besides, the employee’s education, professional technologies, and personal qualities are not ideal, that pull down the performances of production, management, service and other works to a certain extent. The company intends to increase the level of employee performance and competitiveness of enterprise, with putting a lot of human, material resources to training activities. But the heroic efforts resulted in receiving few gains. Human resource should be taken an important place in the enterprise strategy, which can help enterprises to survive in the current global economic environment.In order to resolve the difficults of TYR’s human resource, this paper selects "training system construction" as the subject, the company strategic target as the guidance, realize the value of human resources to consolidating the company competitiveness as the aim. The thesis uses the structure of "raising problems-analysis of the problems - solution". First of all, the writer analyses and clears up the innovations, limitations of theories on human capital, traditional learning, knowledge management, training evaluation and other related theoretical contents about staff training. And it also introducts the staff training research achievements of small and medium-sized enterprise in our country. Secondly, the thesis introducts TYR’s existing staff training containing new staff induction training and employee training, citing problems and faults, and analysing the cause of the problems Thirdly, inorder to resolve the above mentioned problems TYR should make the adjustment of the organizational structure, integration of human department functions, constructing a macro training system. The thesis adopts traditional three elements analysis, prospective analysis, competency model as the basic theory, combined with the actual needs of enterprises and employees, to make a scientific analysis on TYR’s specific training needs and types. In addition, the thesis helps TYR to choose appropriate long term training programs, training project, training methods, training implementation, contingency plans for emergencies, incentive mechanism, and prevent training risks. Finally, according to the research conclusion, TYR establishes an effective system of training. Meanwhile, there are some faults in the professional knowledge and make the prospect of training system in the future.The result of this thesis is to make a comprehensive transformation of the TYR existing staff training system, and make the training system more clear. What’s more, this study assists TYR to strengthen effect evaluation work and establish a matching security mechanism. It also has some achivements in improving human capital and knowledge management capabilities, and enhaning employee’s personal value, which has certain reference value to staff training system in small and medium sized enterprises.
