Along with the change in internal and external environments and the information developing, virtual enterprise has become the realistic choice of more and more companies. The virtual enterprise is a temporal union which is composed by several partners with distinct core competence. The VE can satisfy the customers' requirement of new production and service in particular through the cooperative network which can integrate the dispersed resource and technology. It is can't be achieved by any realistic company. Perhaps the research on the theory of VE can help companies to understand the VE deeply and improve the competence in market.The study of how to select the partners is meaningful and important. This paper first analyzes the factor should be considered and the rules obeyed. And based the rules generalize some risk avoiding analysis and trust relationship built of partners. The analyses will lay an academic foundation for the method and model of selection partners.In the process of building VE, the selection of cooperation partners is a very important and complex part. It will impact the success of VE whether the powerful and consistent partners are selected. The paper then makes an emphasis on how to select the cooperation partners. According to the factors and the task of VE, a three-stage model will be raised. Considering the more convenience of AHP compared with other selection methods, we still use the AHP method to evaluate and optimize the cooperation partners. However, the paper will dispose the quantificational targets, which will make it easier to optimize the partners in the AHP model. Finally in the case, the ABC Analysis is to be used to filter the targets. The method has realistic meaning because it is simple and easy to operate.At the end of the paper, the problem existed in china when building VE is also discussed. Some suggestion will be given to the Chinese company about how to build the VE successfully.
