A new era of the Internet economy has been come with the changes of economic and technological model,and we entered into the 21st century which is called network economy. Great changes have taken place in market demands and production technologies. Opponents increase steadily and lifecycle of production becomes shorter and shorter. Enterprises will be faced with unprecedented opportunities and challenges. Faced the complex and ever-changing internal and external competitive environment, companies must make their own traditional model changes in the past to capture the market opportunities which vanish quickly, meet customers'personalized, diversified demand. In order to exploit fast-changing opportunities in the knowledge times.many enterprises formed temporary alliances--the rudiment of Virtual Enterprises (short for VEs).Virtual enterprise, a kind of dynamic, network-allied organization based on market opportunity, is the organization type of manufacturing enterprise of the 21st century, whose members are dispersed geographically. So the selection of proper partners is critical to create virtual enterprise. The selection method of partners in virtual enterprise is systematically researched, and the selection partner system is built in this paper.Firstly, the basic characteristics and mechanism of virtual enterprise, including its basic concept, organization, structure, and foundation process are analyzed in detail.The characteristics and mechanism of virtual enterprise are discussed. Then the significance of cooperation in virtual enterpriseis indicated. The comprehensive evaluation standards and the selection procedures of partners are discussed further. Compared the character and shortage of various means of selecting companion in domestics and oversea literature, brings forward to a type of stochastic multi-attribute decision making method,based on deviation degree, which axe used in the partners selection of virtual business. An real example demonstrates feasibility and effectiveness of the theoretical method. Results of the decision making are relatively reasonable and objective. Therefore, the method proposed in the paper may present a new way to solve complex mufti-attribute decision making problems with incomplete information.
