This paper is on the foundation of existing researches and believes on the base of position the building of position competency model is the core way of raising the level of human resource management, achieving an organize's strategy, and is also the way of knowing himself and getting the development of an employee.This paper is firstly to research the base of theories and the existing researches, and research the internal structure of position, and show the mode of internal structure of position. And then I define 'position competency', and 'position competency model', and research the relations of the position competency model and HRM and the relations of the position competency model and position management. So these supply the base of research the building and dynamically management of position competency model.And then this paper research the building of position competency model and the dynamic management. The building of position competency model based on the internal structure of position includes the ideas of the building, the measures ahead the building, the building of competency dictionary, the classification of competency, the weight of each competency, the building and checking of position competency model. The dynamic management includes two ways of dynamically managing. One is ahead management, the other is behind management.This paper research the internal structure of position and try to find a good way to build an manage the position competency model, so enhance the position management and achieve the level of human resource management.
