As a pillar industry of the national economy,Manufacturing & sales of automotive in China have been growing from 2011 to 2017.In September 2019,the Central Committee of the COMMUNIST Party of China(CPC)and The State Council issued the Outline of Building a Strong Country,which calls for strengthening research and development of intelligent and connected vehicles to form an independent,controllable and complete industrial chain.In February 2020,11 ministries and commissions jointly issued the Innovative Development Strategy,which requires that by 2025,a system,which including technology innovation,industrial ecology,infrastructure,regulation & standards,product supervision and network security for China’s normative intelligent cars,will be basically established.The rapid development of the automotive industry and the demand of industrial upgrading have brought huge demands and challenges to research & development engineer’s capability in automotive components enterprises.Since entering China in 2007 and thanks to explosive growth of China’s automotive market,V Company has grew to Engineering & Production center of Asia-pacific region,from a manufacturing plant served for Chia market at the beginning.During this period,headcounts of the product engineering department increased fast to 102 engineers by 2020,from a 9-person team in 2014.More than 40% of engineers are master’s degree.The rapid development of the department has brought problems in personnel selection,employment,training and retention,as well as how employees can efficiently complete their work.This paper introduces the competency theory and builds the competency model of Product Engineering Department of V Company,which is of great guiding significance for exploring talent inventory,job grading,salary system construction and talent training of key positions in Product Engineering department behind the upgrading of the automotive industry.This thesis takes the key positions in Product Engineering department of V Company as the research object,combines competency model theory with small & medium-sized automotive components enterprises to construct and implement the competency model in Product Engineering department.Firstly,from the impact of industrial upgrading on small and medium-sized auto parts enterprises,the research significance of competency model of key positions in Product Engineering department of auto parts enterprises is introduced.Then,the status quo and existing problems of human resources in Product Engineering department of V Company are sorted out and analyzed in combination with domestic and foreign competency studies.By 95 person character evaluation,professional deduction of 13 persons team and BEI for 60 employee,Through personality assessment and behavioral interview,the competency entries of key positions were extracted,and the information feedback was collected and the competency entries were updated through employee interviews.At the same time,conduct personal development plan questionnaire and interview to employees,identify differences between employees and competency model,and develop training plans.Finally,the competency model is applied in employee recruitment,employee training,employee motivation and employee performance appraisal.This research only collects and analyzes information from key employees in the Product Engineering department of V Company,and there are problems such as not enough samples and insufficient specific applications in the competency model establishment.
