The competition of market is more and more fierce,enterprises are facing a complex environment,competition between them is intensified day by day.The core for their competition is mainly focused on talents,especially for those of high human capital ones.For ZH,core talents are the motive power of this graduate school,who has to depend on the core technician's creativity and initiative to earn their competitive edge.So we should attach more importance to talents,strengthen the management to talents.With changes in market trend,human capital has more creativity and complexity than traditional capital.How to stimulate talents to the limit,it plays a key role in the development of a research-based enterprise.Competency is a new management concept developed in 1970th from America.It provides evidence to HR management through analysis to potential character in some job.Finding and digging core talents' ability character,building Competency Model,on this basis,to do proper allocation and development plan to core workers.So,for research-based enterprise,building competency model and do study on its applicability has special strategy meaning.Firstly,we summarizes competency and competency model theory,reviews competency development at home and abroad.It discusses the definition,sort and building method.Secondly,Secondly,we analyze the concept of the core talents to understand the basic qualities of key personnel.By using behavioral event interviews and questionnaires,competency elements are classified and sorted,and the core positions competency model of the ZH Institute is built.Then,using the analytic hierarchy process,we settle competency element by sort and calculate the relative weight of indexes in different layers to improve the competency model.Lastly,we analyses the advantage of competency model,and discusses the application of model in HR management,mainly including:personnel recruitment and choosing,performance management and staff training based on competency model.Hoping to promote a totally new view angel to study on competency study,to give some try on further development and application on competency model.
