Since 21~st century , surroundings of enterprise is changeable everyday. With uncertainty of market demand increasing, MTO(make to order) strategy is becoming the main trend in the competition between enterprises, it means responsive supply chain competition. And with the responsive supply chain management, it is very important how to choose suitable supplier and ensure supply chain's high efficient and competitive. The plan of the article is to research: 1.As an exordium, it introduces SCM theory's background and research related to choose supplier briefly, and discusses competing characters of the modern manufacturing industry. This chapter builds a good basis of analyzing cooperation and selection between manufacturers and suppliers further. 2. Introduce SCM theory systematically, it discusses different understanding to supplier-chain, especially responsive supply chain's competing characters under the new market condition. In conclusion, the speed,flexibility and delivery ahead of schedule have been the key factors of responsive supply chain's competition. Further more, the contrast between responsive supply chain and effective supply chain is discussed. The construction of efficient supply chain's nuclear competing capability is researched. As conclusion, efficient supply chain's nuclear competing capability is made up of five aspects as below: knowledge and skill ,trust and cooperation,culture and value opinion ,management system and material system. 3.First,we devide supplier in responsive supply chain competition into four types: normal parter,influential parter,competitive parter and strategic parter. Second, the process of selecting supplier is introduced. As the basis of the discussion above, the index system of choosing supplier is built.In order to maximize the benefit of cooperating sides on building a long term cooperating relationship, some qualitative analysis index such as "the corporation's value opinion"are becoming more important .As quantitative analysis, Analysis-Hierarchy-Process is introduced mainly. 4.Finaly,as a case analysis about WuHan railway bureau WuChang vehicle works , a choosing model combined qualitative and quantitative analysis on AHP is applied to the works'supplier system.
