It has been twenty years since reform and open policy was established in china, during this period, the telecommunication industry of china has achieved a huge success in production and operation, management and serving, introducing innovation and technology improvement. Telecomunication of china has gone through thick and thin for the whole country' s development, especially the meritorious service for the flourish of market economy is one of the most important harvests of Chinese revolution and economy development. China telecommunication industry from zero to exist, from none to establishing a solid communication network throughout the whole country ; from the chokepoint of restricting country economy development to keeping a development speed of 10%-30% in the last twenty years in series, all of these reflect the great success of Chinese revolution and open policy. However, with the improvement of market economy system and the change of marketing environment, some kind of deeper problems which were covered by the development have become more and more obvious. So, the innovation of telecommunicatin enterprise need to be deeper.This paper takes Chinese Unicom as a case, discussing the next innovative objection and tendancy of Chinese telecom enterprise. As a symbolic result of the innovation , Chinese Unicom faced many difficulties and problems in the recent years after it exerted effect of introducing competetion among Chinese telecom business. Some of the problems are caused by government policy, but more are caused by enterprise management system itself, it really need to be oriented to a better orbit through innovation. The author considered that Chinese Unicom need to reestablish tatics under newly competitive environment, improving inner management, take advatage of the industry innovation and recomposing, pushing the thorough recomposing and curtual innovation of the enterprise, establish studying organization and inner studying mechanism, in order to improving its competition ablity , completing the changing from a rising type enterprise to a management type one , from a technical type one to a severing type one, becoming a first class business enterprise which can providing thorough and high qulity severing.this paper is divided into three chapters, the first two chapters arc based on the foundation of analyzing the evaluate index and the determant factor of the competitive force ,pointed that the main factors of influcing the competitive force are the tactic of perspective plan, the rationality of the product marketing plan, the management ability, human resouce management, marketing situation, channel construction, ect. At the same time, used data to illustrate the view of existing certain problems in the tactic orientation , operation unit distribution, organization management, management tactics find culture of Chinese Unicom. The key point of the paper is how to improving the competitive ability for Chinese Unicom, and discussing it from industry aspect and enterprise aspect itself. From the view of industry aspect, Chinese Unicom need to improve the frame of supervising and fathering construction , establish a scientific marketing flat roof and fair reasonable competitive environment. From the view of enterprise itself, Chinese Unicom should resolve the problem between the network of GSM and CDMA first, improve the implement ability through the innovation of organizing construction, performance rating and human resouce ; improve the serving ability and preserving the advantage of the midia-low end mobile communication, combine attacking and guarding, exploiting new operation spaces; and establishing a valuable nucleus view of crisis consciousness and exceeding consciousness, fostering a serving culture which take customer as a center, transitting to a studying organization gradually.
