China's telecom industry has developed rapidly in the past ten years. There is something different between network carriers: the mobile carriers increased market share in great speed, but it took the fixed-line ones exhausted work to maintain their share. At this key moment, the new round of restructuring happened on the industry, with the issue of 3G license this year. It will be a good chance not only for the fixed carriers but also for the mobile ones.China Telecom was once the only leader of the industry, but was weakened after several times of restructuring. As a fixed-line carrier, it can't develop mobile service for the past yaers. Now it's totally different when China Telecom gets the mobile license. Full service could help China Telecom return to the top. But lacking mobile technicians and salesmen will make the mobile road very hard. Shanghai is one of the biggest cities of China, and the market is so profitable. It's very important for China Telecom that Shanghai telecom win the mobile war in local.The paper analysed the mobile industrial chain in 3G time, and analysed the competition environment with Porter's five forces model. It also analysed the opportunities and threats in front of Shanghai Telecom. Baesd on the abroad carrier's experience in 3G and the analysis above, the paper put forward the strategic positioning: leader in 3G, leader in full service, follower in 2G. Under the guidance of the strategy, the paper came up with suggestion for Shanghai Telecom including service development, customer segmentation, mobile terminal customization and price positioning. I believe that with this article for Shanghai Telecom 3G strategy, it would provide some reference for Shanghai Telecom.
