Telecommunications industry is one of the pillar industries in our country. Withthe reorganization of telecom operators, China Mobile, China Unicom and ChinaTelecom have all entered the full-service age. In the background of full-serviceoperation, the telecom operators will face more intense market competition. Currently,China Mobile still maintains dominance in the market, China Unicom grows rapidly,so China Telecom is facing challenge. If China Telecom wants to survive in the fiercemarket competition, it is badly needed to promote mobile service ability as well askeep its fixed network advantage. The network operation and maintenance is one ofthe most basic and important functions of telecom operators, and it can promote theimplicit service ability of enterprises. So in the background of full-service operation,the operation and maintenance model of China Telecom need to change and thehuman resources allocation of operation and maintenance system need to optimize inorder to adapt to the new requirements under the new situation of China Telecom.This article takes China Telecom Corporation Ltd. S Branch for example, at first,by comparing the operation and maintenance model in the full-service age of typicalforeign telecom operators and analyzing the influence factors such as operation andmaintenance model, enterprise Strategy and Network evolution tendency, propose acombination of self-maintained and agent maintenance operation and maintenancemodel for China Telecom. And then, in order to adapt to the new operation andmaintenance model, this article optimizes the post setting of operation andmaintenance system and forecasts the post equipment by regression analysis methodand Labor quota method and so on. Thirdly, in the base of personnel change, thisarticle establishes the internal transformation channel of operation and maintenancesystem to guarantee the mobility of staff. At last, this article propose personnel abilitypromotion plan to guarantee the personnel ability adaptation.
