Study On The Health Evaluation Of The Land Use System Of Chang-Zhu-Tan Region

As the carrier for all kinds of human activities, the land has a limitation on the carrying capacity for human activities. Once the activities exceeded the carrying capacity of the land, the land use system would have been on unhealthy symptoms. The health of the land use system relates to the health of the human being closely, and even correlates to the security of the nation. Therefore, we should pay more attention to the health research of the land use system.The paper had evaluated the health condition of the land use system from the aspects of time and space by establishing apprising system in the construction, function, and benefit of Chang-Zhu-Tan districts, urban districts and counties. The results were as follows:(1)The evaluation index systems included four evaluation hierarchies: Target, Principle, Index â…  and Index â…¡.Based on these, the paper used comprehensive index methodology to get the health comprehensive index of the land use system.(2)It took the analysis on time sequence of the health of land use system. During the period from 1997 to 2004, the health condition of the land use system of Chang-Zhu-Tan region had been heading for a better one, and the health index of it had kept growing . The comprehensive index of the health of land use system was 0.275 in 1997, and had risen to 0.748 in 2004. The annual average growth speed was 15. 37%. Among those evaluated years, the indexes had been up and down in all the three aspects which were systematic construction, systematic function and systematic benefit, but its general trend was upward. Since 1998, the development speed of the systematic construction had always been higher than that of the general increase speed of the land use system. The pressure factors to the land use system of Chang-Zhu-Tan districts included the drop of the ratio ofthe cultivated land, the growth of the population pressure, the over-occupation of land in the country, low utilization rate of land in town, the pollution of "three waste" and chemical pesticide, etc..(3)The regression equation was established by adopting the stepwise regression, so as to perform a forecast for the trend of the health condition of the land use system. The result indicated that the health condition will be developing for a better end, and the health index in 2008 comes to 0.97579.(4) It took the analysis on the space characteristic of the health of the land use system. Among the three urban districts, the sequence of the health of the land use system was that of Changsha urban district, seconded by Xiangtan urban district and then comes Zhuzhou urban district. The respective synthetic indexes of the three urban districts are 0. 641, 0. 499, 0. 250. The difference between the index of Changsha and Zhuzhou was 0. 391. 12 counties were divided into 4 grades by using a method of systematic cluster. The 4 grades were class 1,2,3,4. The differences between their construction, function and benefit had directly led to the deviation of the health of the land use system.(5)According to the problems revealed in the evaluation, a series of measures were adopted to maintain the health of the land use system, such as optimizing the land construction;promoting the productive potential of the lands;improving the quality of the people, controlling the growth of the population , elevating the carrying capacity of the land;fortifying the consciousness of environment protection and ecology protection of the land;optimizing the plan for the use of land and dynamical surveillance on the land use.
