Study On The Implementation Evaluation Of The General Land Use Planning In Chang-ji Based On Spatial Concordance

The general land use planning(hereinafter referred to as "planning")is an important means of land management.Since 1980,our country has compiled local planning in all parts of the country to ensure the rational use of land.At that time,due to the lack of basic theories and research methods of planning,so it is difficult for planning to play its due role in implementation.However,in the current implementation evaluation of General land use planning(hereinafter referred to as "planning implementation evaluation")system.The framework of the evaluation is mostly the same,such as using the method of index assignment,giving the specific quantitative index,calculating the evaluation result through the mathematical model,and the research means are relatively single.On the other hand,the planning is multidimensional.It is flexible in the allocation of resources.The evaluation model can't be single.It should combine various indicators with "qualitative" and "quantitative" methods,and make a reasonable judgment on the implementation of the planning.This paper is based on the "Chang-ji(2010-2020)general land use planning " as the starting point,combined with the long-term planning practice and the predecessors' summary of the contents and methods of the planning and implementation evaluation,the 2009-2014 year planning implementation of Chang-ji is taken as the research object,and the concept of space anastomosis is included in the planning and implementation evaluation.Through the statistics and collation of the status data of land use,this paper calculates the spatial consistency model of the status map,use zoning and regional three levels,and then verifies that the planning implementation process and the planning implementation results conform to the planning objectives.The main contents and conclusions of this study are as follows:(1)Through the analysis and textual research of the literature,the deficiencies in the current evaluation and research of China's planning and implementation are made,and the contents and main points of the article are determined.Through understanding the development experience of Chang-ji during the period of postgraduate training,we build the measurement model of the implementation of the evaluation of conformity degree,and ensure the combination of theory and practice to enhance the scientific rationality in the implementation of the plan.(2)The implementation of planning,implementation,construction land saving and intensive utilization situation in-depth analysis,land ecological environment and protection of land resources in the process of planning from the main index,construct the conversion matrix model,the changes of the land types in Chang-ji city and the planning of spatial overlay analysis.(3)The study of the planning evaluation targets for 2014,the evaluation on the basis of traditional land patch into space form changes as the research object the evaluation method based on positioning,combined with GIS spatial analysis,model analysis and other methods,with system construction space,planning of the main control targets to implement comprehensive evaluation,land layout,and the revision of the planning and implementation of planning.(4)The research shows that,through the implementation process of Chang-ji city planning,the pattern spot is fluctuating in the space position;the implementation results are slightly unreasonable.(5)Based on the practical analysis of Chang-ji city planning,including the planning and implementation does not match the reason: Chang-ji City frequently adjust and modify the local changes,the base data and change data is not accurate,the lack of land management,planning and monitoring means are slightly low elasticity.In order to further strengthen the efficiency of constructing index system,delineation of the city boundaries,the implementation of assessment of Chang-ji city planning from space fitting,Chang-ji city planning objectives and the last round of planning results as the research foundation,in the planning and implementation of the results,change class number and spatial distribution of scientific and effective investigation,ensure that the current round of planning successfully completed,provide a reasonable basis for the next planning.
