There are many questions, for instance, that the material stock is insufficiency or overstock, the supply chain can't connect smoothly, the system can't deal with the thunderbolt promptly, the semiautomatic material management used to take more time and vigor, the system used to waste resources.Therefore, we need to establish DOCG's high-speed material information channel in order to respond to the market demand as soon as possible, to carry on, control and optimize management the materials in the internal and external oilfield market, to help the managers and the decision-makers set down scientific plan, to make the group headquarters, the member unit, the project department manage the material of project in phase, in line and scientifically. We have developed "the Daqing Oil Field basic construction project material handling information System".We have investigated and studied the person, the material, the commodity source in internal and external basic construction project of Daqing Oilfield thoroughly. Unified the DOCG's present situation and the demand, the article has studied the Daqing Oil Field basic construction project material MIS's correlative theories and the key technologies. The article has analyzed to the system administration and the operation flow; has carried on the system overall concept, the network plan, the skeleton system, the system function, the database plan, the basic coding, system safety and other items of system concrete designs; has carried on the contact surface demonstration and the explanation to material MIS's realization and application situation; increases the resources investment to develop the system application work by stages; has carried on the objective appraisal and the summary to system's application effect.This article has mainly studied the basic construction project management flow, the enterprise VPN network environment construction, the PKI security system and the digital signature, the advanced dynamic management pattern, the database design, the basic construction project material management procedure design, the inquiry and statistical program design, system's debugging and application. At the same time, the system also provided the guarantee for the basic construction projects and a good application platform for the DOCG's material management.
