The Future War under high technique condition is combined operations include land force, air force, navy, atmospherics, electricity five-dimensionals, the wireless frequency resources have become very important part of battlefield resources. Martial communications, Command control, Forewarning exploration, Information reconnaissance, Navigation orientation and Weapon control, all of that depend on the limited resources. Frequency spectrum management, which is direct relation to the smooth of campaign command, the exertion of weapon efficiency and the effect of information war, has been the final factor of configuring the frequency spectrum. In the actual need of management, the Frequency Spectrum Management synthetically adopts the information technology, computer technology, network technology and modern management technology. This system use the datum of the station, frequency and communications equipment to afford the assistant decision-making of frequency distribution and assignment based on analysis of electromagnetism compatibility, create and dispense the frequency-distribution projects to campaign force. The development of the software use B/S architecture, customer's interface is designed by C# language, using the SQL Server 2005 as a backstage database in the meantime.In this thesis, the system development background, the actual demand and the realization significance are mentioned firstly. Then the system design and the implementation of the target system are introduced with emphasis. In the part of system design, the whole scheme is proposed on the system realization goal, the realization mentality and the system analysis; in particular, the function design and the database design of the system are described in detail. In the part of system implementation, methods are introduced about how to implement each module of the system. Finally, an objective evaluation of the system is made by carrying out a comprehensive system test, and a scheme of optimization is put forward considering the defects of the system detected in the test in this thesis.
