After the restructuring of telecommunications services, China Telecom has entered the era of full-service operations, mobile business has become one of the main pillars of business. Improving the business service system and the ability of customer service is the effective way to improve the perceptions of customer. The system which this paper discussed achieved cross-platform personalized business information push, provided rich client business information and means of handling complaints for customer service. Meanwhile, the application of personalized information push technology in the telecommunications industry provides a reference.In this paper, demand of personalized business information push is as the application background. The paper describes the framework of system and business resources and researches techniques which include acquisition and learning for users' interest, modeling user interest, pushing the base station information.The main findings are as follows:1. In the context of personalized information needs of mobile business, paper proposes system's architecture based on business information push, designs and achieve the various functional modules for pushing personal business information.2. Paper establishes the model of user's interest by analyzing the user's records, acquisition and learning the changes in user's interests, achieves personalized business information push.(1) Assign the value of forgetting factor though explicit user interest which is sure by the record of browse,order,unsubscribe, and then set interest state parameter of user through the value of forgetting factor for user modeling(2) Re-constructed the user interested mobile service ontology model through adding state parameter in the ontology model. It was reduced to the traditional vector model for simplicity of calculation.(3) Collects information on the user scenarios to calculate the current scenario and historical scenarios similarity, uses recommendation algorithm which combine the content-based recommendation algorithm filter mobile business products. (4) For the filtered products, calculate the value of business products to users for TOP-N recommendation by user's interest model.3. Locating the user mobile terminal and combining a number of technical for personalized base station information push is a great innovation of business application in mobile environment.(1) Show user's base station location information on the map by MapInfo technology and locating mobile terminal technology.(2) Download and import base station information and information associated with the error base station by FTP, and then query Error base station information and treatment methods by ID number of base station located.
