With the further development of information technology, the technology of learning resources management is no longer a solution to a specific system. It calls for reusing and assembling learning resources across systems and domains, and customing personal learning resources by user's characteristics as well. Most of the current studies focus on how to manage learning resources efficiently and don't pay enough attention to reusing learning resources efficiently and affording user-oriented personalized service. This article has presented an ontology-based training resources management system against the above problems, which can improve the shortage of current studies.Most of the current studies which don't consider personalized needs and the integration with traditional instructional model explain the granularity and aggregation level of learning object from a relative and general perspective. It can also be found that most of the current studies don't consider the balance relation between learning resources'aggregation level and reuse. This article has introduced the electronic learning object structure and presented a learning resource model based the extended electronic learning object structure which extends the electronic learning object structure against the above problems. The learning resource model based on extended electronic learning object structure improves learning objects'reuse and assembling. At the same time, the learning resource model which makes the resources relatively dependent and to have high reuse balances the relation among learning resources'aggregation level, reuse and independence.Learning resources grown in great force as well as variety of users'needs, it could be difficult for users to access resources they want. This article has presented a learner model which can assist manage learning resources dynamically against the above problems. The ontology-based training resources management system can manage resources from both resource perspective and user perspective assisted by learner model. When a user acting a valid event, the system updates one's learner model, which ensures the learner model can reflect his true state. This article also introduces personalized search and recommendation of resources based on learner model.At last, an ontology-based training resources management system is designed and implemented based on B/S architecture. The ontology-based training resources management system contains ontology-based training resources management module, learner self-updating module and so on. It introduces main functions and the whole use case diagram in this article. It demonstrates the course-creation, personalized search and recommendation of resources as core functions in the system at last.This article has presented a learning resource model which permits for learning resources reusing and assembling across different systems based on extended electronic learning object structure in training resources management system. The ontology-based training resources management system which manages learning resources efficiently and orderly along with the learner model dynamically can also satisfy the users'needs more.
