At present, with the increasing network resources, we are facing learning resources distributed, resources redundancy, poor resources sharing, and that it is difficult for resource retrieval to achieve the desired hope. From an ecological point of view, it means one of the food chains and energy chains (knowledge chain) between the various species is lost, resulting in poor sharing. Not realizing the effective management of resources, it causes a waste of resources and resources redundancy phenomenon. There is no established link between the searched resources.On the basis of educational information ecological theory, this paper mainly explores its revelation for e-learning resource management and application. Directed at the current network resources problems, from the ecological perspective, it provides the way to solve the resources disorder and resources upgrading, so that resources can flow together. At the same time, based on the research of methods and tools for ontology construction, this paper describes the ecological learning resources' knowledge model using XML, RDF, and OWL language. It explores the operation regulations of learning resources (such as their classification, definition, description, qualification, relationship, etc.) to build a domain ontology based on OWL language using Protege, and pushes related resources in Jena reasoning mechanism.In short, this paper is guided by the educational information ecology in theory, on the basic ideas of ecosystem, ecological balance and cooperative development, explores educational resources' ecological environment, ecological chain rules and the operation rule of educational resources' ecological factors.
