The educational administrational system of De Qiang Business College of Harbin is a credit-based educational administrational system for web service model design and implementation. The establishment of it provides the college with a complete digital teaching management tool. The development of the system starts from the demand of the daily management of the Office of Academic Affairs, exploring and practicing a software suitable for the design and implementation of the college.This paper analyzes the designing goals, organization and functions of the software, combined with the characteristics and requirements of academic administration. The back-end database of the system is based on Oracle9i, as the world's largest database management system, the terminals of the system relies on the design and application of Java, making it a teaching management system of student-centered, teaching-oriented, covering all the universities teaching management processes. Adoption of Oracle + Java truly achieves an independence server-side platform, including the modules of Teaching Plan, Course Arrangement System, Selection System, Test Management, Performance Management, Student Record Management, Teacher Management, Teaching Materials Management, Student Management, and System Management. Mainly embodies the following features:1. Hierarchical multi-level credit management:The system adopts the credit system kernel, taking into account teaching hours, with both the support of the academic year, Credit, and Grade Credit System. Through the control of Office of Academic Affairs and second-level faculties, fully supports the academic management from the data level and function level.2. Concurrent enrollment program tasks:While teaching plans for multiple grades standardized management process, the system provides a large number of inquiry management functions, solving the program of revealing the task. Supporting online course selection for more than 5,000 people at the same time, when the number reaches the upper limit, the system will solve the conflict by drawing lots.3.Intelligent Course and Teacher management: Supporting Cross Credit Arranging, making up a high-quality curriculum schedule in a short time, with reasonable use of teaching resources, avoids conflict. From the perspective of teaching, realizing the unified management of teachers, by teaching quality assessment, the calculation of rewards, reflects the quality of teaching comprehensively and accurately.4. Student record management:With a comprehensive and accurate management of freshmen, enrolled students and graduates provides the data for national requirements, in support of data import and export. Parallel managing multiple grades and multiple term performance, supports online results entry, query, statistics, and also provides convenient and efficient performance analysis.5.Other modules:such as foreign language enrollment, practical teaching, textbook management, provides school teachers a range of practical tools to facilitate the daily work and improve working efficiency. According to the teaching program and information from headquarters, automatically generates plans for book order and publication, materials management to achieve zero inventory.The system is currently applied in the educaional administration practice of De Qiang Business College of Harbin.
