| The Mega Eyes Network video monitoring service is an important transformation business of China Telecom. During the promotion of this business, public security system is one of the most important target customers. Thus, how to integrate the Mega Eyes service into the construction of safe city plays a grate role in it. The research interest of this paper is to response to particular need of the video image quality and the real-time and safety performance in the public security system, take the advantage of Mega Eyes, and to serve as an important part in the security protection system of safe city.Beginning with its background and purpose, this paper first introduces the development process and the development trend. By discussing the key technologies of network video monitoring, we recommend H.264 protocol as main video compression technology. In addition, the thesis analyses some important protocols, such as SIP (Session Initiation Protocol) and RTP/RTCP (Real-time Transport Protocol/ RTP Control Protocol). What's more, it studies the superiorities and deficiencies of the embedded system and the application prospect of video monitoring. By analyzing the common network storage technology, IP-SAN+NAS recommended a large-scale network video monitoring system as a preferred storage technology.This paper focuses on the study of some matters that demand consideration when the Mega Eyes is used in the construction of safe city, which consists of the following aspects:the technical points of city security protection monitoring system, the selection and disposition of system platform, the networking scheme of the front-end equipments access system, the bandwidth allocation and time delay improved, the selection of Data Storage method and configuration scheme, the Videocon type selection and installation norm, how to interconnect the Public Security video monitoring system and operation system. In order to validate the research result, this paper takes the Mega Eyes monitoring project which is implemented in Guankou Town, Jimei District, Xiamen for instance. The paper also has an analysis on how to make best use of the advantages and bypass the disadvantages in the promotion of Mega Eyes service model in Safe City Construction.As the project manger, the author directly participated in the business negotiation and organized the design of the networking scheme and the equipment selection, the engineering construction and the acceptance of the project. By means of conclusion and promotion, Xiamen Branch of China Telecom has achieved 100% of the new market share of the video monitoring service for safe city in Jimei District in recent years, extended in other administrative area and obtained favorable social benefit and economic benefit. One hopes that this paper will be helpful and have the practical reference value to the person who will be engaged in the area of engineering design of video monitoring, construction and business extension. |
