Smart card has been developed nearly 30 years. Currently,it has been widely applied to public security, health care, transportation, finance, telecommunications, social security, oil, sports and other various industries.With the promotion of smart card, Smart card industry chain has also been greatly improved and subdivised. The whole industry chain is from the smart card chip design, silicon chip manufacturing, chip packaging, smart cards COS R & D, personal, and issuing cards to the end user. With the development of technology, the whole industry chain will be further subdivided. This paper describes an important link in the chain in the smart card industry: research and development of the core layer of smart card COS.The main objective of this paper is to design the core layer of operaction system and implement related function of core layer of the smart card.This paper first introduces the classification and functions of smart card COS in detail, then describes the physical characteristics of smart cards, organizational structure, the international standard system that the smart card follows.Subsequently, this paper describes the hardware architecture of the chip system according to the choosen chip and described the design of the core principles in detail based on the characteristics of the chip, including file systems, security systems, backup and recovery mechanism mechanism.This article gives the etailed design of the main processes,that is the communication module and highlights the ATR sent, PPS protocol, APDU command processing method.Then, divides modules according to system design and described the definition of the definition of various interface functions and features.Then,this paper points out the system debugging mode and gives the detailed testing plan including functional testing, unit testing and performance testing to ensure the system to complete the required function and achieve the desired objectives.Finally, the paper presents a chip migration program to ensure that the COS can be widely used.Practice has proved that this article talked about the relevant technical and design development programs is correct and feasible.
