Marine hydrometeorological observation is quite important to ocean development and disasters prevention. It is difficult for the existing observation systems to observe widely at many sites and to release real-time information owing to their poor integration and shortage of management functions. In this thesis, a new type of marine hydrometeorological observation system with Browser/Server structure is designed to accomplish data acquisition, system monitoring and management, real-time data transmission and information release through web etc. The whole system consists of data acquisition and monitoring system, database management system and data release system. The design and development of data acquisition and monitoring system is the main work of this thesis.The Data acquisition and monitoring system consist of data acquisition front-end units and host monitoring computer, which communicate with each other on the network. Each data acquisition front-end unit is made up of one collector and several sensors, and the collector includes three types, meteorological collector, wave-current collector and hydrological collector. The hardware and software of the collector are designed universally and modularly for the convenient use of the collectors, and they can be installed and maintained easily. The upper monitoring software is designed modularly with the functions of collecting and saving data from all the front-end units, data check, characteristic value extracting, supplement for missing data, reports generation and so on. It also accomplishes centralized management and monitor of all sites, in addition, sites and observation elements can be expanded.The system is tested in laboratory firstly, and then improved with solving the problems during trial operation in the coastal area. The results of experiment in the field show that the design is reasonable, and the system achieves the desired functions. The collectors are adapt to harsh coastal environment because of their high reliability and maintainability. The whole system has been working steadily for more than one year. It meets the application requirements and has good application foreground.
