Research On Newspaper Media's Impact On Governmental Policy-making In Guangdong Province

As an important force in the construction of socialist political civilization, news media play an important role in such aspects as the publicity of government decision-making and the formation of social consensus. On the one hand, media publicize the decision-making process of government in time, enabling the public to"see clearly"the contents of decisions. On the other hand, media provide the public with a"forum"for expressing their opinions, enabling the public to"speak clearly"about the contents of decisions, so as to enable government decision-making and public opinion to reach a consensus through interaction. Since the beginning of reform and opening-up over 30 years ago, the newspapers of Guangdong Province have been taking the lead in the vogue, having not only achieved a conspicuous achievement in market transformation, but also formed their vivid"Guangdong features"in such aspects as leading social consensus and influencing government decisions. Therefore, exploring the law of the interaction between government decision-making and news consensus, with the interaction between Guangdong newspapers and government decision-making as its target of research, is of much important theoretical value and realistic significance.The research contents of this thesis can be roughly divided into the following five parts. First, the research background, the status-quos of research at home and abroad, and the train of thoughts and objective of research of this thesis are expounded briefly; second, the basic concept and theoretical issues of newspaper consensus and government decision-making are combed; third, the ways in which news consensus influences government decision-making are analyzed in connection with the concrete practice of Guangdong newspapers; fourth, a comparative research is conducted to how newspaper consensus influences government decision-making at home and abroad; last, a pertinent countermeasure is put forward on how to actualize the benign interaction between the newspaper consensus and government decision-making in Guangdong Province.This thesis focuses on qualitative analysis, but pays attention to the application of such methods as case study and comparative analysis at the same time. With the help of such fundamental theories as politics, administration, journalism, transmission and consensus research, by adequately drawing on relevant research results from home and abroad, this thesis has conducted a research into the interaction between newspaper media and government decision-making in the past 30 years of reform and opening-up in Guangdong Province. In addition, this thesis has emphatically analyzed the history, status-quos and development trends for newspapers nationwide and in Guangdong Province to influence government decision-making at present, as well as the positive and negative influence of newspaper consensus on government decision-making and the relevant causes of formation.
