As a new public opinion form, the network opinion is developing so fast with the internet technology. Due to the popularization of computer and internet, the network opinion is beginning to play a very important role social in the society transforming and government decision-making in today's China. In the Review of some recent public events, we can see that there is a shadow of public opinion in the backside. Therefore, it is very necessary to research the relationships between the network opinion and government decision-making.Government decision-making as one of the most important government behaviors means all the stuffs about what government do and do-not. Therefore it covers all its aspects in the government's jurisdiction area. This article attempts to use the theory of policy process to analysis the nature of the network opinion and how the network opinion influences the Chinese government decision-making and its consequences. The paper will use two methods such as literature analysis and case analysis to do the study.First, the paper discusses the technical background and its connotation characteristics of network opinion and the differences between network opinion and traditional public opinion. Secondly, the paper analyzes the influence mechanisms of network opinion in the policy process perspective, and how these influence mechanisms work in all phases of policy. In the last, the study discusses the consequences of influence mechanisms of network opinion on our government decision-making in both positive and negative aspects, in order to explain that the consequences of :he network opinion working on government decision-making are complex.
