With the rapid advance of urbanization, high-rise buildings and key projects(large projects) the continued construction of buildings in the construction and operation phases of increasingly people are concerned about security issues. Building settlement observations provides the most value for their security deformation data and information,as well as building design and maintenance provided basis, The application of information technology popularization and promotion,for the efficient data processing and analysis of deformation response provides the possibility of building more and more deformation monitoring and management,analysis software came into being.This paper conform to the new requirements of social development,for building settlement observation of the reality of the needs of the GIS technology,to try and achieve some high-rise buildings in Xi'an settlement observation research and development information management system,so that in Xi'an area settlement observation have a reliable backing and protection.The research of the system in strict accordance with the theory of software engineering, objects-oriented thinking application.System design and implementation of the main support of the platform software C#.NET and component library ArcEngine 9.3. During this period, focused on solving some system design and implementation of specific technical issues related to obtain the following results and benefits.1. Initially completed based on C#.NET development platform and GIS development of the combination of related components ArcEngine settlement observation of management information system development,effectively would have been measured and data management in determining the floor, body up, and have shown, the query information for settlement observation of high-level basic functions and common operations, basically meet the information management needs.2. The system mainly to the initial display of four modules designed to target this system and this system has the function,after the actual test and operation, to ensure stability of the system.3. The connection between various parts of the system more rational and effective system to ensure safe and stable operation.
