Study On The Environmental Economics Of Paperless Office In Universities Of Xi'an

As the national conditions at the present stage of our country is still a large population and relatively scarce resources.we can only lead the way of ecological development that man and nature live harmony. It is both the objective selection for China to achieve sustainable development and the Necessary requirement to fulfill scientific concept of development.In the mode of paperless office, all of the works are completed by modern equipment. With the advantage of saving resources,exchanging information more conveniently and quickly, and realize remote office,it has become the new trend of future office.As the wide application and further development of computer and network technology in various sectors, paperless office brings not only convenience but also resources saving and pollution reduce to many industries and sectors by office automation software.Meanwhile, it helps environmental protection.This paper analysis the benefits of environmental and economic through paperless office work in universities in Xi'an. It wants to explore the effect of protection of the environment, the use of resources and promotion of economic by paperlwss office work. It uses the form of questionnaire to find the qrganization set,office equipment,literacy and computer ability of office staffs, the amount of announcement and the consumption amount of paper per year in universities in Xi'an. With the help of scientific approach,such as market value method, human capital correction method,engineering cost met hod and the opportunity cost method, this paper estimate economic loss through estimating the economic loss of air pollution, water pollution and solid waste pollution. It states the feasibility of using paperless office and the effect of environment by using the cost-effective analysis.It indicates that the calculated value of net benefits is positive in paperless office work of universities. It shows that it will help to improve environmental quality,conserve resources, and generate good economic returns by promoting the paperless office.the activity will helps to improve environmental quality.
