Research On The Public Library Evaluation Based On The Scientific Outlook On Development

Public libraries have already undergone three times assessments in China since the first nationwide assessment was carried out in1993. The Ministry of Culture decides to carry out the forth public libraries assessment in order to implement the Scientific Outlook on Development and the spirit of the Seventeenth Party Congress, and enhance the management of the Library to promote library development and improve the level of library service. The ideas, condition, quality of service of the public library have been significantly enhanced owing to the influence of assessment practical work. Scientific development needs scientific management and scientific management must be oriented scientific development. Public Library is one of the most important part of the national information resource systems and Public cultural service system, meanwhile, assessment is the most important way to manage the library, so Urgent need the evaluation of public libraries urgently need the guide of the Scientific Outlook on Development .The core content of this article is importing the core idea of the scientific outlook on development into the public library evaluation and building a new public library evaluation system on the base of analyzing of the status quo of the public libraries evaluation system and on the base of the research and documentation in the field. At the end, the new public library evaluation system could change the problem and promote the comprehensive, coordinated and healthy development of the public libraries evaluation work.There are five chapters in this article. Main idea of every chapter may be outlined as follow .The first part, introduction. it mainly discussed the source, significance, innovation and research methods of this article. The second chapter, the Overview of the Public Library evaluation .This part mainly analyzes of the basic theory of public library evaluation and the study of the public library evaluation at domestic and foreign. The third chapter,the analysis of the status quo of the public library evaluation system. This part has discusses the shortcomings in every aspects of the present public library system and the reasons for the existing problem under the premise of the Scientific Outlook on Development, especially discusses the conditions of present public library evaluation system deviating from the core idea of the Scientific Outlook on Development. The forth chapter, the construction of the public library evaluation system based on the Scientific Outlook on Development .It has discusses the basic ideas of improvements of a new public library evaluation system in the new era, and at the last constructs a specific evaluation system for public library in China. The fifth chapter, conclusion. It has summarized the shortcomings of this study and addressed the research prospects.
