Seed industry talent as the core elements of China's seed industry,the quality of seed industry talents directly affects whether China's seed industry can achieve high-speed and healthy development,and also affects whether our seed industry can adapt to the development needs of the international market.At present,there is no evaluation index system for the scientific and technological innovation talents in the seed industry,and there is also a lack of methods to compare and analyze the scientific and technological innovation talents of the seed industry.Therefore,it is the key to evaluate the innovation talent evaluation of seed industry by correctly constructing the index system of seed industry innovation talents and reasonable selection and evaluation method.Paper aimed at the present stage seed industry science and technology innovation talent lack index system and evaluation method.with China's seed industry science and technology innovation team as the research object,the stratified index system of seed industry scientific and technological innovation talents and the hierarchical evaluation model of seed industry talents based on improved TOPSIS were built,and the evaluation system of seed industry scientific and technological innovation talents was developed.By using the statistical data and the evaluation system,the scientific and technological innovation talents of seed industry are evaluated and analyzed.The main contents and results of the thesis are as follows:(1)Design scientific and reasonable stratified index system for scientific and technological innovation talents of seed industry.Through the system research on data Chinese seed science and technology innovation talent team of experts and information,through the analysis of the relationship between innovative talent team seed technology index data in statistical data,the hierarchical index system of seed science and technology innovation talents to design scientific and reasonable index.(2)Construction of hierarchical evaluation model for seed industry talents based on improved TOPSIS.The entropy weight is combined with the advantages of the improved TOPSIS comprehensive evaluation to evaluate the team of seed science and technology innovation talents,and the entropy weight method is applied to calculate the weight of each level index of the seed industry talent team,which reflects the weight of each hierarchical index in the comprehensive evaluation.Then the evaluation method based on improved TOPSIS,combined with the evaluation of weight team innovative talents in the seed industry index stratification under the relative ranking by stratified the results of evaluation,further innovative talents team in seed technology layered index under the ultimate relative ranking,in order to build the innovative talent team complete hierarchical evaluation of seed technology model.Finally,the improvement method and the application of stratified evaluation are analyzed.(3)Developing the evaluation system of scientific and technological innovation talents in seed industry.The innovative talents of seed science and technology team statistics,innovative talent team seed technology index system,the improved TOPSIS method based on entropy weight and current advanced SSH in JAVAWEB,Bootstrap,Jquery technology organically,establish an intelligent,interactive and integrated comprehensive evaluation system of seed industry science and technology innovation talents.Then the team innovation talent seed technology in different fields of study in the research of data classification statistics,and then extract the index data with innovative talent team layered seed technology in the index system,comprehensive evaluation was carried out by using seed technology innovative talents evaluation system,different field measurement analysis,the relative ranking among the various innovative talents in industry science and technology team.Through the comprehensive evaluation of the team of seed industry scientific and technological innovation talents,the scientific research level and advantages of the team of seed industry innovation talents across the same field across the unit and across the region are compared and analyzed.Through the evaluation results of the academic discussion and research,finally to understand the scientific research personnel and scientific research information,as well as the development of information and information distribution,rational use and allocation of human resources in our country,the rational development of human resources,has a very important significance of the construction of talents.
