Research And Realization Of Evaluation Methods Of Science-Technology Experts

Science-Technology experts play a very important role in project review,consulting and other science and technology activities,so to perfect the evaluation of science-technology experts is an important means and protection to promote the sustained and healthy development of national science and technology,promote the optimal allocation of scientific and technological resources and improve the level of scientific and technological management.This paper mainly studies the comprehensive evaluation index system of science-technology experts,the expert scoring model and the technical entry model to realize the evaluation of science-technology experts.The main works of this paper are as follows:(1)We constructs a new set of comprehensive evaluation index system of science-technology experts under the premise of the study of evaluation of science-technology experts and the evaluation index system put forward by the predecessors at home and abroad.The mathematical model of expert comprehensive evaluation is established,and the weight value of each index in the evaluation index system is determined by the improved analytic hierarchy process and entropy method.(2)The concept of technical entry is put forward,and the technical entry model based on tree graph is established according to the characteristics of technical entry.According to the relationship between the interdisciplinary,we establishing a main and subordinate relationship between technical entry and given a formal definition of technical entry.We also gives a method to calculate the experts' expertise areas.First,we do some pretreatment for the technical entries to get candidate feature entries which extracted from the experts' scientific and technological literatures,calculate their TF-IDF value,establish the entry matrix M,and the text clustering algorithm based on LSA is used to cluster the expert sets of scientific and technological achievements,then use the expert field reduction algorithm based on the technical entry model to reduce the expert's field to three.Last we given a specific calculation method to calculate the coefficient of technical entries according to the different circumstances between project and experts' entry matching.(3)An evaluation method of science-technology experts based on technical entry model is proposed.The experts' technical ability is related with the technical entry that the experts is familiar with,when the expert's evaluation involves a technical entry which the experts are familiar with,then the technical entry taking up a dominant position in all the technical entries that the expert has.At the same time,this paper gives a reference to the implementation of expert evaluation,science-technology experts will be divided into five levels,and we get the corresponding level for each type of science-technology experts due to level calculation.
