To monitor public opinion, according to People's Network in 2009 77 rooms on the influential events in the social hot spot analysis showed that about three percent of public opinion because of the internet, and the rise of the internet is becoming a source of independent news media. From "South China tiger photos incident" to the "Shishou incident"; from Wenchuan Earthquake escape teacher "Running fan" to the highly questionable "Qishima"; from the "Six Harbin Police homicide" to "duomaomao"; These events have shown a powerful force of public opinion made in the network,and a unprecedented social impact made by network groups and public opinion. This concern and explore the phenomenon is: with the continuous expansion of the public space to express the network in the evolution and development of public opinion is often a reversal of the trend of public opinion there, the main manifestations are development of the incident in the early and late expression of public opinion showed inconsistencies or reverse the gradual transformation of situation, and even the mainstream of public opinion or the majority opinions and sentiments also appeared to send the exact opposite of the reverse ,that is, network groups, public opinion, the expression of a different walk in the vortex of public opinion, the mainstream of public opinion or the majority opinion tilted in different directions several times and eventually public opinion, the expression of reversed.In this paper, content analysis, questionnaire survey method, to the 2008 case of "Running Fan events" analysis of the object as the center, complemented by the analysis of other network interpretation of public events, and their views and attitudes of internet users tend to quantitative empirical research.The purpose is to validate the main point: that the network of public events arising in the course of the reversal of the trend of the phenomenon of public opinion, which is the result of a combination of factors together, both associated with people's social psychology, but also with the network pushing hands, guidance and opinion leaders control-related; both the social changes in the values, and morality divide public opinion in the network's projection.Is also a network environment within groups and inter-group relationship between the role of response; and the integration of groups of opinions, information exposure plays a crucial role in which. On this basis, the paper further explore its key features and build its formation model, analyze its formation dynamics, with a view to the laws of this phenomenon and its preliminary exploration, and try to make network management, and cited public opinion guide strategy, get feedback of the effect.
