With the high development of economy and social civilization, the conflict between environment and resources is increasing serious. Energy saving and emission reduction are becoming more important than ever. The energy consumption of buildings, especially the government and large public buildings, accounts for a large proportion in the total energy consumption of our society. Therefore, the relevant state ministries promulgated "the views of strengthening energy saving management of the state organ office buildings and large public buildings", and demand energy consumption monitoring platforms to monitor the energy consumption in the government office and the large public buildings dynamically. Furthermore, the energy consumption statistics, energy audits, energy efficiency publicity and energy-saving task will be promoted.In this paper, according to the national building energy standards and energy consumption monitoring technology guide, the design of the energy consumption data collection and monitoring platform is proposed, based on the analysis of energy consumption monitoring system. The system could statistics and calculations uses'energy efficiency and consumption level. Moreover, it provides basic information to establish optimal control model of the built environment based on energy-saving building.In this paper, electricity consumption data monitoring system is preliminarily designed based on virtual development platform and SQL Server database. The system is composed of PC monitoring program and electricity consumption data monitoring database and the PC monitoring program communicates with peripheral equipments through the VISA module of Lab VIEW. Then the types of data sent to the database after the split calculated dynamic storage and display.This system is the energy consumption monitoring platform which is a blend of data storage, statistics, query, print, graphic display, dynamic analysis and other functions, and it has an application user interface, various electricity consumption dates can be compared and fused into composites. The design for the database and the monitoring program have used the modular technology, and then ensured the reliability, stability, flexibility and scalability of the system.The system has completed the structure of hardware platform and debugging and running of software system in the laboratory, moreover, completed the simulated experiments of electricity consumption storage, query and dynamic analysis. The system achieved the performance basically. It laid the foundation for building the standard and general platform of public building energy monitoring system further.
