In recent years, with the increasing amount of information, the workload of electricity management of Xinglongzhuang Mine is growing, and the passivity of the traditional approach is gradually detected. This problem has also been reflected by many primary sectors. Hence the original approach of management has failed to meet the fundamental needs. Therefore, Xinglongzhuang Mine needs to develop a scientific and practical computer management information system, realizing the E-Management of power data; the rationally allocating resources; monitoring the electricity consumption for various types of equipment; reasonably arranging time for great energy consumption equipment that are not necessary for production; greatly improving the level of power management, thus completely change the current passive situation.Based on the research and design of the electricity regulatory system of Xinglongzhuang Mine, this article tries to establish refined electricity metering system, electricity controlling system, and electricity statistical analysis system. Through data collection, each monitoring subsystem of safety and production that are distributed at the production fields will be centralized for information integration, and data will be stored in an industrial database that is uniformly designed. The electricity regulatory system is able to analyse the historical data stored in the industrial database, and through the algorithmic analysis by experts of intelligence, it can provide reports on energy consumption(by time, frequency, subsystem) as well as the real-time and historical trend curve(current, active power, electric quantity, average power factor) so that the professional departments and leaders of the mine and the company can view the real-time monitoring information which is vividly shown by the configuration diagrams and tables. Monitoring information is released via WEB, hence users can access through a browser. Leaders, business management departments, and system maintenance personnel, via web browsers in the office computer network, can achieve the query and statistics of the real-time and historical data of the electricity monitoring system, and can provide support of auxiliary decision data for the relevant departments using dynamic graphics, tables, curves, reports, etc., thus assisting managers in production optimization and by setting the appropriate conditions to conduct the automatic open-stop controls of device units, in order to improve energy efficiency, and ultimately achieve energy saving. Detailed understanding of the production systems, large equipment operations and efficiency of the electricity of Xinglongzhuang Mine, and studying the direction of development and energy-saving potentials of production systems and large equipment will provide technical basis for the company to conduct energy saving; provide technical support for the designs, modal selections and technical transformations of large electrical and mechanical equipment; and provide detailed guidance for production organization and energy management of the coal mine.
