In recent years, with the flourish of building materials industry, the requirement of cement is expanding each year. The level of automation at cement production lines directly determines the level of the Production safety and efficiency. So the automatic control system which has made centralized control, management, decision-making as one is playing an increasingly important role in the cement Production areas. Now the new generation of distributed control system has been covering the company's entire production Process, from the top of the operating management, to the middle of the operation management, to Production control at the bottom of the layer and the scene of the instrument, this system has provided enterprises with an integrated information platform. Siemens SIMATIC PCS7 has used the standard hardware and the software Part which the TIA series selects. Its unified data management, the communication and the configuration function, provides open platform for advanced and economical automation solution in the process industry, the manufacturing industry as well as the synthesis industry.This article relies on business cooperation projects, takes Albania in a 3300TPD cement production line as the research and design objects, analyzes new drying cements production technology and the process, compares with the domestic and foreign cement production line control system present situation, studies and designes cement production line process control system based on Siemens SIMATIC PCS7 system. Applies of Siemens SIMATIC PCS77.0 + CEMAT 7.0 software to realize the control and management of the whole control system, and analyzes the problems of the software design and difficulties. The system is divided into four layers according to control functions:Company management, operations management, automatic control of the station, the scene of the instrument. Constructing the three-layer control network which including the network of senior management (Ordinary Ethernet), the network of control system (industrial Ethernet) and the fieldbus network (PROFIBUS-DP). The paper emphasizes the design of the system control network, especially in the realization of communication between the control station design.
