In the process of analysis, we focus attention on the part of the assistant section. We have learned the advantages of these assistant systems. And in a variety of theory' guidance, we proposed a assistant system with simple intelligent and multidimensional function. These theory include constructivism learning theory, distance interaction theory, adaptive learning theory and software engineering theory.In the design and development process of the whole population management information system in hebei province, we designed QQ communication channels which popular in network and hotline ommunication channels which used more in office. We work according to the characteristics of birth control in Hebei Province, we designed non-real time help module, like short message, notice, system help, frequently asked questions, online counseling modules. These modules out of the QQ, hotline assistance are all dynamic models. The purpose is to provide users with comprehensive, suited to their way of helping, also guarantee the different circumstances can use of help. In addition, also studied software engineering theory. This study of the paper provides a powerful theoretical support for the paper. Again, we through the system structure and the flow chart of the typical function module system helps to carry on the detailed analysis and take a design for module function and database tables.
