It is an unstable stage for the relationship between Tibet and central government since the late Qing Dynasty. On the one hand, the reactionary forces the classes Tibet advocate the so-called "Independence" under the abetment of colonialists during a turbulent period of history. They exclude the Han nationality in Tibet, then cause the battle between the grand army resident and the local army of Tibet. On the other hand, some important cities fall after the rebellions in some places at the edge of SiChuan and Xizang. For a time, wars everywhere. Based on the situation, the leading newspapers begin to strengthen the reports and comments on the Tibetan issues. Shen-bao, as China's most influential newspaper at that time, give large amount of detailed reports on the even highlights in Tibet, and also discuss how to deal the Tibet issues. The most important is when the British colonists deny our sovereignty to the Tibet, Shen-bao publish several editorials and show lots of historical material to refute the absurdity. Through the research of public opinions in Shen-bao (1911.11 to 1914.8), we can not only get the detailed study about some events, but also find the reasons that why Yuan Government changes their attitudes from optimism to pessimism on treating the Tibet issues. Besides, we can get the information about how the measures of dealing Tibet issues become nothing.
