This thesis, which is based on the related public opinion in"Ta kung pao" on Late Qing Dynasty local self-government campaign, has analyzed its views with the theories and methods of history, journalism and communication , constitutional jurisprudence under the frame of the interaction between " the journalism and social change " . The five parts are:Chapter one principally introduces Ying Lianzhi, the press's mission and its tendency to constitutional monarchy.Chapter two argues that the press gave considerable publicity focus on four matters: the principles of righteousness, the autonomy and constitutional government , the system of elections and parties, the autonomy and finance.Chapter three develops thoroughly " Ta kung pao "'s function of supervision and national guidance during the local self-government campaign, which represented in its supervision of Tianjin local self-government campaign, the criticism on frequent mass uprising all over the country, appeals for public participation in local self-government reformation and the constructive criticism on the practice and activities of local self-government campaign.Chapter four analyzes the related reports on local self-government campaign which expanded the multifarious disorder and messy in the process under the supervision of " Ta kung pao ". This chapter further represents " Ta kung pao "'s two attitudes towards the campaign: loudly praised the achievement, criticized the defects. Public opinion in the press had an effect on readers meanwhile: readers offered opinions and proposals on the campaign assisted by " Ta kung pao ". " Ta kung pao " developed publicsphere , provided a forum for public argument.The donouement sketchs the independent, public and critical character of the public opinion on Late Qing Dynasty local self-government campaign in " Ta kung pao ". This thesis also discloses that " Ta kung pao " provided "a forum for public argument ", played a part of intermediate region between the government and society.The journalism actually left the old one-way street into a interactive playground with social change. The system of critical publicsphere which had become formed in Modern China , was expanding the basis of civil society.
