Tibet’s external communication takes an important place in china’s external communications. It is one of the important issues for China’s national external communications."Tibet issue" has been more than100years. The reason why it continues today, the one is The actual presence of exiled separatists, and the other is the political and diplomatic use of Western anti-China force. In the second half of the20th century, it has grown into a collection of questions. Around the so-called "sovereignty" and "human rights" issues, it shows many sides, there is a different discourse between the Chinese and the Western. In this paper, the external communication theory and Elaboration Likelihood Model(ELM) theory are leading frames to analyze, and it takes the world’s first Tibetan-related reports website "China Tibet Online" as a study case, using content analysis, trying to understand the media persuasive strategy of these two controversial issues in our country, and to study the factors that influence the effects of the "Tibet issue" external communication. The study found:Overall, there is a small number of contentious issues reported in the media in China; Most reports tend to take Central route to process messages, but the majority of them are academic articles, the term is numerous and the space is too long, The Persuasive effect is bad; The reports that take peripheral route to process message is too emotional. They often emphasized that "speak louder than words.", but they did not realize that different perspectives people see the "facts" may be different, The Persuasive effect is not good; On "Tibet human rights" issue, the news reports focus on the perspective of China, and they do not refute corresponding misunderstanding for the Western public.
