Literature Resource Sharing System of regional colleges and universities is based on the sharing of resources and improving university research strength. It is a network and digital literature information Joint Support System which covers a certain region. When the explosion of information produced a lot of random information, on the one hand, people should deal with the problem that how to collect and integrate resources and how to expand the scope of resource sharing, on the other hand people had to solve the problem that how to make the collection of literature more effectively under the situation that the update rates of literature are more accelerated.When the Co-collection campaign rise in the last century, the study of theory and practice of Literature Resource Sharing System had mushroomed around the world. At the Beginning, the studies focus on the construction of large systems, such as the United States Online Computer Library Center, Ohio Library Information Network, the UK BLDSC and China Academic Library and so on. With the architecture of Literature Resource Sharing System in various country was completed, research focus on the regional Literature Resource Sharing System, colleges and universities become the focus of building because of its rich resource and special nature. This trend is even more evident in the country, many provinces are actively exploring the construction of their own system which was driven by CALIS,CASHL and so on. There were some typical examples such as JALIS which was subsystem of CALIS and ALISA which was constructed only by Anhui province. These projects play a significant role in the development of Chinese overall education and the promoting of scientific research strength.Since 2001,ALISA has made a series of achievements and shares a large number of electronic resources which greatly enrich the research resources of Anhui Universities,Improve the level of scientific research and then promote the rise of Anhui Province. However, due to lack of experience and other various subjective and objective factors, there have been many problems in the process of construction of the project and now it is in the state of Stagnation. So it is necessary to conduct in-depth study to find Deep-seated reasons of these problems and then take relevant measures to remove obstacles and push forward the construction of the project. First, the second part of this paper reviews the process of ALISA and then analyzes the status of the construction of university resources in Anhui through survey method. Through analyzing the theoretical significance and practical significance of ALISA, The third part Points out the importance and necessity of continuing to push forward the construction of ALISA. The fourth and fifth part is the focus of this paper. The fourth part points out the problems of ALISA from six points such as limited resources, lack of resources integration efforts, the narrow scope of sharing, lack of special database and co-operation is insufficient and then proposes the Deep-seated reasons which cause these problems from six points such as ideas, construction funds, organizational system, government relations, unified standards and the quality of personnel and so on. According to the problems and reasons which is pointed out in the forth part, the fifth part proposes the methods of continuing to push forward the construction of ALISA from seven points such as the source of resources, organization structure and resource development system, balance of interests, assessing strategy, service delivery, and members of the training.
